Yes, you can dye your hair with koolaid without using vinegar. All vinegar really does is strip the hair of any impurities like metals, toxins, dirt, soap residue... If you use hair products like shampoo, conditioner, hair spray, etc. it's very likely that you have some kind of build up on your hair. Since koolaid stains the outer layer of hair, it's best to start with a clean slate. Vinegar gets the crap off your hair so that the koolaid dye will look more even and will stain better.
But do you need it? Not really. If you don't have it, you can still dye your hair with koolaid. You can even use a daily clarifying shampoo to help you, although it's not better than vinegar. I cleanse my hair about monthly with vinegar just for the sake of doing so, because it's good for your hair; however, I don't use vinegar during the dye process.
